以前は問題なく動作していましたが、Windowsを完全に再インストールしたところ、動作しなくなりました。ファイアウォールまたはプロキシの問題のようですが、ファイアウォールを無効にして試したところ、同じ結果が得られました。

これはKaspersky Total Securityバージョン2019が原因でした。このバージョンがコンソールからのHTTPおよびHTTPSトラフィックをブロックすることは既知の問題です。来年は2020年バージョンで解決予定なので、とりあえず2019年版をアンインストールして2018年版を再インストールしました。
