私は最初にIISでOPTIONSVerbHandlerを再構成してShahsの回答（ありがとう！）を追跡しましたが、アプリケーションを再デプロイすると設定が復元されました。

代わりに、Web.configのOPTIONSVerbHandlerを削除してしまいました。

最初に、.Netハンドラーの前に実行するようにOPTIONSVerbHandlerを構成します。
